The City of Boca Raton is developing a Vision Zero Action Plan aimed at eliminating traffic fatalities and severe injuries on city roads by 2030. This initiative focuses on enhancing safety for all modes of travel within the Village.

What is Vision Zero?

Vision Zero is a global initiative aimed at eradicating all traffic collisions resulting in fatalities and severe injuries. Embraced by over 40 communities throughout the United States, it reflects a sincere conviction that these crashes can be prevented, and that adopting new mindsets and strategies will facilitate success.

Vision Zero's Principle

Vision Zero’s fundamental principle is that fatal and severe injury collisions are both intolerable and avoidable. This safety philosophy integrates education, data-driven decision-making, and community involvement with roadway designs that prioritizes people and compensates for human fallibility, enhancing mobility for all.

Resolution 122-2022

On October 25, 2022, the Boca Raton City Council unanimously declared the city a “Vision Zero City,” marking a cultural shift from conventional road safety methods to a safe system approach.

Vision Zero goals include:

  • Eliminating all fatal and severe injury traffic collisions in the city.
  • Adopting a Safe Systems approach to transportation planning and road design, ensuring the safety of pedestrians, cyclists, transit users, and drivers of all ages, abilities, and identities.
  • Implementing equitable engineering solutions and infrastructure upgrades to enhance safety across all neighborhoods.
  • Strengthening enforcement, education, and policies to address unsafe driving behaviors that lead to crashes and injuries.

Through the Vision Zero framework, Boca Raton’s leadership and community can work together to create safer streets and achieve the goal of zero traffic-related fatalities and serious injuries.

The Vision Zero philosophy acknowledges that even a single death on our transportation system is unacceptable and places the utmost priority on ensuring safe mobility for all road users.

Cities that have adopted Vision Zero principles and strategies have seen significant reductions in traffic fatalities and injuries over time. To achieve the goal, the City of Boca Raton is developing a Comprehensive Safety Action Plan (CSAP) to identify safety issues and specific actions that can be implemented to improve safety for people traveling by any mode throughout the City.

Utilizing a Safe System approach, specific actions can be developed and implemented to improve safety for people. Safe System elements focus on safe road users, safe vehicles, safe speeds, safe road design, and post-crash care. Together, these elements create a holistic, multi-layered system of protection for all road users.

We are gathering data about our city’s high-crash locations and community feedback to help inform the Action Plan. Examples of measures that may be considered are:

  • Designing safer street crossings and pedestrian walkways
  • Installing protected bike lanes and bike-friendly infrastructure
  • Reducing vehicle speeds in areas with high pedestrian and cyclist activity
  • Educating drivers on the importance of sharing the road safely with pedestrians and cyclists

Vision Zero recognizes that traffic safety is a social justice issue and aims to ensure that all communities, especially those disproportionately affected by traffic crashes, have access to safe and reliable transportation options. This includes addressing disparities in infrastructure investment, enforcement practices, and access to transportation resources.

The Safe Streets and Roads for All (SS4A) grant is a federal grant that provides funds to local, regional, and Tribal communities to implement, demonstrate, and plan projects that improve safety and prevent serious injuries and deaths on roadways.
