Achieving this requires a Safe System approach, which understands human fallibility and bodily limits to impacts. This approach mandates six principles including the intolerance of death and severe injuries, accounting for human vulnerability, and the necessity of proactive safety measures. A comprehensive safety strategy also involves safe road users, vehicles, speeds, designs, and post-crash care, underpinned by a culture that prioritizes human life and views traffic fatalities as preventable.
